Will Robie is a freelance hitman, hired by the US government to eliminate an "enemy of the State". In the process, Robie finds himself on the other side of the fence, rescuing a teenaged girl, on the run from a private facility and, inexplicably, with no connection to her family. He hands her over to police, but keeps an eye on her from afar and soon learns that her history is inextricably linked to the mission he has been dispatched to accomplish. Now he might have to step out of the shadows to save her life and his own.
